Protecting the
Natural Environment

If you import or export certain wood and timber products to or from the UK you will have to comply with plant health regulations, restrictions and requirements.

The regulations are designed to protect the natural environment and plant-based industries of receiving countries from introductions of harmful organisms that can be present in wood.

These include certain species of insects, bacteria and fungi. Wood packaging material (WPM) is known to introduce harmful tree and forestry pests and diseases. If you import or export any goods using WPM or supply WPM to businesses, you need to follow the rules to meet ISPM15 international standards.

WPM includes:

  • Packing Classes
  • Crates
  • Pallets, box pallets, pallet collars and other load boards
  • Boxes
  • Drums and similar containers
  • Dunnage (loose wood used to protect goods and their packaging)

Following International Standards

International Standards For Phytosanitary Measures No. 15 (ISPM 15) is an International Phytosanitary Measure developed by the International Plant Protection Convention (IPPC) that directly addresses the need to treat wood materials of a thickness greater than 6mm, used to ship products between countries. Its main purpose is to prevent the international transport and spread of disease and insects that could negatively affect plants or ecosystems.

Products exempt from the ISPM 15 are made from an alternative material, like paper, plastic or wood panel products (i.e. OSB, hardboard, and plywood).
